The title, Haley Bureau, is a shout-out to yesteryear (i.e. 2000), when newspapers and magazines could afford to hire staffs to man permanent offices (bureaus) all over the world. Nowadays, since most newspapers and magazines no longer have foreign bureaus — and those that do are scattered and overstretched — individual freelance reporters are helping to take up the slack. Instead of working at, say, the St. Petersburg Times’ Moscow bureau, these journalists are becoming roving, one-(wo)man bureaus, all on their own.
